Introduction

Over the four decades since the reform and opening-up initiative, China has consistently adhered to the philosophy that "transportation should take the lead in economic development". Driven by continuous reform and improvement of the economic system, deepening opening-up, and strong policy support from the central government, China’s transportation industry has attained unprecedented accomplishments. Progress is reflected not only in the scale of transport infrastructure construction, operational quality and technical equipment, but also in shifts in development philosophies, institutional innovations in transportation, refined transport legislation, and market-oriented reforms of transport services. China’s integrated transport system has evolved from a fragmented, mechanised single-mode network into a diversified, integrated, tech-driven, digital, smart and green framework. At a pace that has astonished the world, China’s transport development has advanced the nation’s pursuit of a transport power. This book details the forty-year developmental achievements of China’s transportation sector and its effective role in boosting and sustaining national economic growth. Its chapters cover conventional railways, highways, civil aviation, ocean shipping, inland water transport, pipeline transport, high-speed railways, urban metro systems, logistics, tourism transportation and coal transport. Each transport segment is elaborated from the perspectives of infrastructure construction, technological advancement, service quality upgrading, administrative institutional reform, and the formulation of relevant laws and regulations.

About the Authors

Lin Xiaoyan

Professor in charge of the first-level discipline of Applied Economics at Beijing Jiaotong University, and academic leader of the national key discipline of Industrial Economics. Chief Expert of the Beijing Key Research Base for Beijing Transport Development Research, and Chief Investigator of major National Social Science Fund projects. Honorary Executive Director of the Chinese Society of Technical Economics and Chair of the Transport Technical Economics Special Committee. Recipient of the Special Contribution Award marking the 40th anniversary of the founding of the Chinese Society of Technical Economics. She has led and participated in techno-economic evaluations and socio-economic impact research for major national infrastructure projects including the Beijing-Kowloon Railway, Beijing-Shanghai High-Speed Railway, Qinghai-Tibet Railway, Lanzhou-Urumqi High-Speed Railway and Shanghai high-speed maglev transport system. Her representative publications include New Pattern of Economic and Social Development Driven by High-Speed Railways, A New Balancing Model for Public Welfare and Commercial Operation of Rail Transit, Service Quality and Market Competition of High-Speed Railways, and Railway Privatisation Reform and Market Financing.

Liu Xiuying

Policy Research Fellow, Peking University–Lincoln Institute Center for Urban Development and Land Policy, Doctor of Economics. Her core research fields include infrastructure, urban development and land policy. She has presided over and participated in infrastructure research projects such as Research on High-Quality Infrastructure Development, Research on Integrated and Coordinated Infrastructure Planning, Socio-Economic Impacts of the Qinghai-Tibet Railway, Socio-Economic Impacts of the Beijing-Shanghai High-Speed Railway, and Coal Transport Versus Power Transmission: Decision-Making and Impacts of Large-Scale Energy Transportation in China. Her representative works include the journal article Is China's Infrastructure Development Experience Unique?, the monograph China’s Transportation Development (1978–2018), and the paper An Examination of China’s Bulk Energy Transport Decisions: Coal Lumps or Electrons?.

Foreword

This volume is part of the Reform and Opening-Up Research Series and listed among the published outputs of the China Dream and China’s Development Path Research Series. It outlines the developmental trajectory and landmark achievements of China’s transportation sector in the reform and opening-up era.
The book contains twelve chapters, conceived, compiled and fully reviewed by Professor Lin Xiaoyan. Liu Xiuying contributed to the design of the book’s structural framework and undertook revisions and proofreading for all chapters.
